Strategic Themes
The following five Thematic Partnerships have been created to commission and oversee service delivery in line with the needs of communities within the borough:-
- Business, Enterprise and
Culture
(incorporating economic development, skills, lifelong learning, employment, culture) - Children and Young People
(i.e. Cheshire West and Chester Children's Trust) - Environmental Sustainability
(incorporating waste, climate change, transport, housing) - Safer and Stronger Communities
Group
(incorporating crime, community safety, street scene issues) - West Cheshire Together for Health and
Wellbeing
(incorporating adult social care, older people, health inequalities)
Each will develop and deliver appropriate strategies and actions for the achievement of objectives relevant to their particular theme and to commission research and services accordingly.
Key Roles
The core terms of reference for the thematic partnerships are to:-
- develop and deliver appropriate thematic action plans /
strategies (e.g. Community Safety Strategy, Children’s Plan, etc)
to support and contribute to the overall vision for local
communities in Cheshire West and Chester which reflect diversity
and local variations across the area and inform and contribute to
the delivery of the Sustainable Community Strategy and Local Area
Agreement;
- commission specific, themed research and consultation to seek
community views on priorities and encourage community involvement
in identifying solutions and the underpinning actions to support
the development of aforementioned plans and strategies and deliver
associated work programmes;
- deliver services to meet the priority outcomes and targets of
the Local Area Agreement and the Sustainable Community Strategy, as
agreed by and in consultation with the Cheshire West and Chester
Local Strategic Partnership;
- commission, as necessary, service delivery and action from the
Area Partnership Boards;
- monitor and manage and the overall plan / strategy performance
of the Thematic Partnership and its associated projects;
- provide annual progress reports and, when necessary, “exception
reports” to the Cheshire West and Chester Local Strategic
Partnership; and
- identify to the Cheshire West and Chester Local Strategic Partnership, as necessary, cross-cutting issues in relation to their core theme for further consideration and co-ordination by the Cheshire West and Chester Local Strategic Partnership.
Thematic Leads Group
In order to ensure connectivity, the Chairs and Vice Chairs of the five thematic partnerships meet monthly to manage the work programme of the LSP, oversee Sustainable Community Strategy and Local Area Agreement delivery, manage performance, champion service change and co-ordinate any cross-cutting action. This group is chaired by Steve Robinson, Chair of the Children’s Trust and Chief Executive of Cheshire West and Chester Council.
