Area Partnership Boards
Geographically, five Area Partnership Boards have been created covering the following areas:-
These Boards will assess evidence of the needs and priorities from within each area to inform the development of Area Action Plans. These will help shape service delivery and will require close working with key partners. The Boards will be tasked with performance managing relevant Local Area Agreement and National Indicator targets for their area, to ensure service delivery meets the needs of local residents.
Key roles
The core terms of reference for the Area Partnership Boards are to:-
- develop local priorities through the analysis of research and intelligence, performance management and local community engagement;
- develop Area Action Plans to meet local priorities and underpin the Sustainable Community Strategy and Local Area Agreement;
- develop and deliver specific localised projects and initiatives, identified either through the Area Partnership Board, thematic partnerships or Local Strategic Partnership, to respond to local priorities and improve outcomes for local communities;
- commission services to meet local priorities through aligned budgets, discrete Area Partnership Board resources and external funding;
- develop local services through consultation and support community engagement through the Community Forums;
- performance manage the priority Local Area Agreements and related National Indicators identified for each Area; and
- monitor and, where necessary, challenge strategic policies or resource allocations made by any partner agency which may have a detrimental effect on the local area.
The business of each Area Partnership Board is managed by a Cheshire West and Chester Council Area Manager in conjunction with the Area Partnership Board Chair. In addition, Cheshire West and Chester Council has allocated geographic responsibility to each member of its Corporate Management Team.
Membership
Each Area Partnership Board is chaired independently of the local authority by partners with a key interest or stake in the particular locality, supported by a Cheshire West and Chester Council Director and Area Manager. These are:-

The membership of Area Partnership Boards will be evolutionary and determined by local priorities but, as a core membership, each Board includes:
- the Chairs (or their elected representatives) of the respective Community Forums operating with the APB area;
- a Local (Town and Parish) Council representative elected from the relevant catchment area (or resident group where this is not applicable);
- a representative from the Third Sector to be nominated by the Third Sector Assembly;
- relevant partners according to locally identified priorities.
The role of the elected Members on the Area Partnership Boards is to provide the key link between the Community Forums and the Area Partnership Board.
Projects and initiatives identified by each Area Partnership Board will be steered through local "task and finish" groups.
